The difference in meaning is -- in Chinese at least -- that 聚 means to congregate or pile up, assemble, etc, and 集 means to collect, gather, etc. This is a much more subtle difference in Japanese than in Chinese, where they are separate words with different contexts, and therefore this spelling is rarer.
